Minutes of the Quarterly Meeting     

October 27, 2022

Iglesia Cristiana Bethel Church

The meeting was called to order at 7 pm.                                                              

No Pledge of Allegiance

Officers in attendance:

David Morehead – President

Irene Ryan – Secretary

Ken Agee – Sergeant-at-Arms

Robert Vera – Treasurer

Officers absent:

Linda Deskin – Vice President

Sam Madden - Parliamentarian

Minutes from the meeting in April were read and approved

Treasurer’s report: $2,500 in the bank

Our NPO, Officer Diaz, was in attendance.

If you are on vacation, notify the police department so a watch can be initiated.

The City is taking steps to handle the homeless situation. These people can be referred to liaison officers. Solicitation without a license is illegal. There is to be no standing, stopping, sitting with signs throughout Garland. There are 3 intersections where there is no “panhandling”, Plano and Walnut, Forest and Jupiter, and Jupiter and Walnut.

Art Munoz, the Director of Garland Animal Services, spoke about the new facility that has been completed. It is 24,000 square feet, houses animals that have been approved for adoption, and a full veterinary service to examine and treat animals that are brought there. It also holds adoption events. They can address hoarding situations. All animals over 6 months old are required to be sterilized. There is no charge for animals to be euthanized. Certain criteria need to be met to determine if the ordinance regarding tied-up dogs has been violated.

A motion was made by David to donate $100 to the church for using its facilities. It was seconded and passed.

At our next meeting in January we’ll be voting on officers.

A motion to adjourn the meeting was made, seconded and passed unanimously.
