West Garland Neighborhood Association
Minutes of the Quarterly Meeting
July 24, 2025
Hollabaugh Recreation Center
The meeting was called to order at 7 pm.
Pledge of Allegiance was recited.
There was an introduction of the officers.
Officers in attendance:
David Morehead – President
Linda Deskin – Vice President
Irene Ryan – Secretary
Ken Agee – Sergeant-at-Arms
Officers not in attendance:
Robert Vera – Treasurer
Minutes from the April meeting were read and approved.
Treasurer’s Report: $3,054.30 in the bank.
David Morehead welcomed all attendees and asked for donations to help with postage, etc. He reiterated the restrictions on business referrals in our Facebook group page. He also mentioned the possible creation of an additional Facebook page for restaurant referrals. Those in attendance were amenable to the idea. This is a work in progress.
Our NPOs were on other duties so Officer Chad Brown was in attendance. He brought up the subject of scams that are plaguing our citizens today and provided printouts explaining some of them and what to do when the scams are encountered.
Along with the information Officer Brown provided, Carissa Dutton had an excellent video that will be loaded to our website.
The city Marshals, Officer Arnold and Chief Granado, gave an extensive overview of what they do. To report street parking violations, you can go to the city website and access eAssist. The department is looking for compliance, not necessarily monetary income. There are graduated fees, depending on how many citations are issued.
The department employs five enforcement personnel for this aspect of duties. In addition to parking violations, the department processes court paperwork, transports prisoners, and other related duties. There were lots of questions. If you wish to call the department, the number is 972-205-2222.
The opening of the West Garland Library will probably be late August or early September.
The meeting was adjourned after the motion, second and vote.
