Minutes of the Quarterly Meeting

April 23, 2026

Hollabaugh Recreation Center

The meeting was called to order at 7 pm.

Pledge of Allegiance was recited.

There was an introduction of the officers.

Linda Deskin – Vice President

Irene Ryan – Secretary

Ken Agee – Treasurer

Kathleen Oulela – Sergeant-at-Arms

Minutes from the January meeting were read and approved.

Treasurer’s Report: $2,792.87 in the bank.

David Morehead welcomed all attendees.

Reminder that there is an election on May 2 for Garland ISD and Richardson ISD on May 2. The primary runoff election will be May 23, with early voting May 18-22. A flyer was provided for those interested. You can find out more information at dallascountyvotes.org.

None of our NPOs were available for the meeting. Carissa Dutton, our City Councilwoman, shared information. There was an uptick in car thefts. Arrests were made of the perpetrators involved. Aggravated assaults were down. 55 unauthorized vehicles were found at apartments.

In addition to reporting on police activity, Ms. Dutton updated the group regarding the Atletico (soccer fields) contract with the City. This has been cancelled.

Due to concerns with the way the program was presented, the Telehealth program has been cancelled as well.

Mike Betz, our new City Manager, was in attendance. He explained the new Code Compliance program that will be implemented. A 90 day trial will begin on June 1. The program goes into effect on Sept. 1.

The meeting was adjourned after the motion, second and vote.
