July 23, 2026

West Garland Library

The meeting was called to order at 7 pm.

Pledge of Allegiance was recited.

There was an introduction of the officers.

Officers in attendance:

David Morehead – President

Linda Deskin – Vice President

Irene Ryan – Secretary

Ken Agee – Treasurer

Kathleen Oulela – Sergeant-at-Arms

Minutes from the April meeting were read and approved.

Treasurer’s Report: $2,920.44 in the bank. This includes $140.00 in donations.

David Morehead welcomed all attendees.

Cory Jones, one of the NPOs, was in attendance. He gave an update on criminal activity. There has been an uptick in building burglaries. At one occurrence, the suspect was found and booked. Be on the lookout for utility scams. There have been reports of unscrupulous people going door to door posing as GP&L employees.

Carissa Dutton, our City Councilwoman, shared more information about the new Code Enforcement due to go into effect September 1. It’s now treated as a civil violation rather than a criminal one.

Josue Diaz, Coordinator for Volunteer Garland, was able to give information on what his department can do to help residents who may receive a citation but are unable to correct the infraction due to physical or monetary limitations. A request for assistance can be completed online. There are 2000 registered volunteers currently. There is also an equipment trailer that can be used by residents who can do their own work but may not have the tools needed to do the job. Mr. Diaz is looking for more volunteers; anyone who can guide the workers in the proper use of tools and processes.

Due to a scheduling mistake, Karla Garcia, Environmental Outreach Coordinator for Garland Water Utilities, was unable to attend our meeting.

The meeting was adjourned after a call, second and vote.
