Meeting Minutes

April 26th , 2012

I. Call to order

Ellen Fong called to order the regular meeting of the WGNA at 7:02 p.m. on 4/26/12 at the North Texas Area Christian Church. The Pledge of Allegiance and the Lord’s Prayer were recited.

II. Roll call

Ellen Fong conducted a roll call. The following persons were present: All officers except Doris Lafayette, Councilwoman Lori Dodson, Elaine Emmert (Grant Specialist), Mona Woodward (Manager of Housing & Community Service) and David Koliba, GP&L Representative.

III. Approval of minutes from last meeting

Minutes for the last quarterly meeting were recited and motion was made for them to be approved and seconded by Dorothy McAllister. Treasurer Dianna Diaz noted the treasury balance was at $475.81.

IV. Old Business

Ken Agee noted, with regard to CodeRED, to double check activation on the website http://www.ci.garland.tx.us/gov/lq/safety/emergency/think/warning/code.asp or by calling 1-800-566-9780.

V. Open Issues/New Business

·        Update from Lori Dodson was given:

      *Capital Improvement Budget has allowed for new warning sirens approved for outdoor areas such as stadiums, parks & recreation and common areas with major outdoor presence.  Approx. 15-16 sirens currently approved, maybe more in the future.

      *Implementing enforcement against unsolicited newspapers/phonebooks was discussed.

      *Water restrictions are in place and notices were sent out in the recent monthly billing. Permanent or revised restrictions will be announced on May 1st, 2012.

      *Street parking/repairs and repairs caused by recent construction were discussed and will be addressed.

      *Some voting precincts may have changed but voting locations should stay the same.

·        Elaine Emmert explained the primary purpose of the Community Development Block Grant is to provide suitable living, decent housing and expand economic opportunities. Grant money for Garland consists of the Community Development Block Grant (CDBG), the HOME Investment Partnership Program (HOME) and the Emergency Shelter Grant (ESG). As needs are determined, priorities are analyzed and progress is reported to HUD each year. ·        David Koliba with Garland Power & Light talked about the EnergySaver Program that was implemented in 2008. Various credits are available to residents who perform upgrades that meet minimum requirements and use a certified contractor to do the upgrades. ·        Yard of the Month winners were announced:

                                    3822 Shadycreek Drive (North)

                                    3525 Cherry Hill Lane (South)

                                    1200 S. Jupiter Road (Commercial, Raytheon)
